PARISH COUNCIL DECISION - 5 August 2022

Stance : OBJECT

Comment:

Sutton Mandeville Parish Council held a public meeting on Monday 1st August to hear residents’ views on PL/2022/4332/3 and consider its response to the retrospective planning application. This followed a site meeting with the planning agent, an agent of Chilmark estate and two parish councillors on Thursday 28th July.


SMPC concluded that it had to object to the applications on the following grounds:


• Without prior consultation, the PC and residents had not had the opportunity to influence the outcome of the development, which will have an impact on the local community


• The main impact is increased traffic movements on the C24. There is particular concern about future movements of goods and freight, and other vehicle movements relating to commercial activity at Ham Cross Units.


• The Parish Clerk received numerous representations from residents expressing serious concern about traffic, occasional HGVs and speeding, and how it reduces the quality of life in the parish, impacts the enjoyment of the rural locality and increases danger to cyclists and walkers using the roads.


• The PC were presented with a report by Salisbury District Council produced in 1999 relating to the former MOD site. The PC noted that there was significant scope for wildlife conservation on the site. Also, councillors and residents agreed that proposals for the former MOD site should be made in the context of the whole area, with development and management plans drawn up in consultation.


• Several residents were wary of the prospect of further unauthorised development. SMPC recognised that the site of Ham Cross Units was becoming derelict until this development. The provision of business units could support the local economy and beneficial commercial activity, and there is clearly a demand for premises. However, this location is unsuited due to its position in the AONB and its impact on residents.
