Additional comment received by the Parish Council from the applicant on 10 October (published here in full for further information:
“These are incredibly challenging times for the pub industry. The tent in the garden has proved very popular with customers through the summer, turning a pub that was always viewed as a ‘Winter Pub’ in to a lovely space during the Summer. It has also been a fantastic asset in terms of putting on community events such as the Jubilee and our more recent beer and cider festival. Also, some of our customers are still shielding from Covid and welcome the chance to sit outside without getting wet. We still intend to take the tent down during the winter months. The only reason that we have applied for this permission is because there was a complaint from a local resident. We do not intend on using the space any differently in the future. I honestly believe that we would struggle to sustain The Compasses as a viable business without the extra covers that the tent allows us to do during the summer months. Ben Maschler”

Additional email communication received by Parish Council from applicant on 6 October (published here in full for further information):
Dear Parish Council Members, We understand there has been some concern over our planning for The Stalls Cafe; we can confirm that we do in fact have the correct planning permission as we were a B1 and have now moved to E as per the 2020 rule change. This has been confirmed by the council during a site visit on Monday. This is available online or in the cafe on the notice board. We have also sought advice from Wiltshire Council on our licence application and want to assure you we are not planning on becoming a pub or nightclub. Our plan is to remain within our current opening hours for majority of the time and still be first and foremost a coffee shop. The reason we have applied for a premises licence, is due to our need to develop our business with respect to profitability, particularly over the winter as we are all feeling the squeeze. We wish retail wine for people to take home as a pairing to our meat and local cheeses we wish to stock. We would also like to serve cocktails with a brunch menu at the weekends and offer a glass of wine with lunch. We would also like to host some early evening events for the local community once or twice a month focusing on young families and mostly ending by 2100. For example - kids pizza making event which wraps up early for their bed time. Further to this, on occasion we would like to be able to run a bar at a private event such as a birthday party or company get together event. After speaking with the council representatives on Monday, we have realised that because we would not be playing amplified music after 2300 (other than the one off New Years Eve), we did not need to apply for the live music and recorded music licence. This has now been redacted from out application - please see attached. We can assure you that we are seeking advice and working with Wiltshire Council and its various departments to ensure that there are no issues regarding noise pollution or any other disturbance to the community with regards to our Premises licence or operation as cafe. We are open to any future enquiries directly via email or phone listed below. We will be attending the meeting on Monday to answer any queries you may have.
Thanks & Regards Anna Strang & Maggie Kerr
