DRAFT MINUTES of a meeting of the Parish Council held at All Saints Church on 20th May 2024 at 7.00pm - subject to later approval by Councillors.
PRESENT: Cllr. H. Collins (Chair), Cllr. Mrs. K. Clutterbuck (Vice-Chair), Cllr. M.Charlick Cllr. Mrs. J. Green, Cllr. M. Howe, Cllr. N. Najjar for part of the meeting,
Mrs. J. Childs (Parish Clerk). Two residents were present. The Chairman left the meeting at 7.30pm and Cllr. Mrs K. Clutterbuck (Vice–Chair), chaired the remainder of the meeting
The Chairman welcomed all to the meeting.
1. APOLOGIES: There were no apologies.
2. DECLARATIONS OF INTERESTS: No interests declared.
3. PUBLIC QUESTIONS:
Following the recent planning meeting about proposed works at The Homestead a resident queried whether an earlier planning application, for which approval had been granted, but of which he had not been notified during the Covid epidemic, could be reversed. Cllr Najjar, WC, stated this would not be possible. Cllr. Najjar added that, if directed by the Parish Council, he could call the current application in for consideration at a Southern Area Board Planning Meeting.
4. MINUTES OF THE PREVIOUS MEETINGS HELD ON 26th February 2024:
These were signed as a true record.
5. MATTERS ARISING:
Network Rail had investigated the broken gutter on the railway bridge on the road from Ham Cross to Fovant. They had stated it would be attended to in due course, and that any repairs to the road surface were a matter for WC.
6. CONFIRMATION OF COUNCILLOR RESPONSIBILITIES:
It was decided unanimously that all Councillors would continue in their current roles and with current responsibilities. The Chairman thanked Councillors for their support and hard work.
7. WILTSHIRE COUNCIL: WILTSHIRE COUNCILLOR'S REPORT:
The Annual Budget had been passed. More money had been allocated to highways, gulley clearing and pothole repairs were top priorities. Wiltshire Council (WC) continued to deliver adult and social care, statutory responsibilities requiring 30% of the budget. WC could fund its budget.
The SW Area Board would next meet on 29th May at Mere and would consider grants for many local projects. Improvements had been carried out on C12, Odstock to A30 and within the Chalke Valley. Ansty had secured a 20mph speed limit within the village with work beginning in June and it was expected that the A360 would reopen in July.
Cllr. Najjar was now the portfolio holder for Education and Skills.
Councillors thanked Cllr. Najjar for his attendance.
8. AREA BOARD/LOCAL HIGHWAYS AND FOOTPATHS IMPROVEMENT GROUP (LHFIG, EX CATG): The Clerk had met with the Highways Improvements Officer at the recent LHFIG to discuss an application for improvement to the descent of SMAN 9 to Rectory Road. The request would be resubmitted.
9. FINANCE:
Seven cheques were signed totalling £784.22. These included the Parish Council’s contribution to HGV and name plate signage completed 2023.
Expenditure for the year 2024 - 2025: Councillors resolved to add a reserve of £1,000.00 for possible election costs now required by WC.
Finances remained within budget at the start of the financial year.
The Chairman signed the Annual Statement of Governance, the Annual Return and the application for a Certificate of Exemption. All documents would be published within the required time limits and in accordance with the Transparency Code.
All Councillors expressed many thanks to Mrs. A. Huke for completing the Internal Audit of the Annual Return.
10. NOMINATED ITEMS:
RIGHTS OF WAY: Cllr. Mrs Clutterbuck reported that she had been notified that signage from SMAN 27 linking with TIS 27 should indicate a bridleway. She would seek clarification that both footpath and bridleway were appropriately signed and accessible.
NOTICE BOARDS: It was agreed that the notice board at The Compasses remained difficult to open and keep closed. This was now in hand.
PARISH STEWARD: There was no visit scheduled for May. Both the Parish Steward and the gulley sucker would visit in June, both discretionary services where all work undertaken was first approved by Southern Highways. All Councillors thanked those residents who kept drain covers closest to them clear of debris.
THE WALTER ALLOTMENT TRUST: There was nothing reported.
11. PARISH WEBSITE:
Cllr. Charlick invited all residents to submit photos for the Photo Gallery on the Parish Council website. Not only would this further enliven the website it would give pleasure to all who make use of it. D

12. PLANNING:
Councillors resolved that the Clerk should write to Cllr. Najjar formally requesting him to call in PL/2024/03228 and PL/2024/O3227 at The Homestead.
13. CORRESPONDENCE: None.
14. ANY OTHER BUSINESS:
It was proposed that Councillors should write a guide to the running of planning meetings to ensure consistency and to inform applicants. Cllr. Howe agreed to draft.
15. DATE AND TIME OF NEXT MEETING:
The next meeting of the Parish Council would take place on Monday 9th September 2024 at 7.30 pm in All Saints Church.
The meeting closed at 9.00 pm.
